I want to know whether it is permissible to pay people as a percentage, if I can find unclaimed property (money) on behalf of the people? I will not entrust them only to those who know that they will get money back-hold.

Of course. But why do you need if you wait to know who money? Just do the research? What services are expected to pay? The business model is unclear. Incidentally, the service was amazing infomercial a few years ago, it is not a new idea.
